Biography

Briscoe Cain is a conservative Republican lawmaker and attorney deeply rooted in Texas. A lifelong Harris County resident, he earned a B.A. from the University of Houston–Downtown and a J.D. from South Texas College of Law. He served cheerfully in Deer Park, worked his way through higher education, and today practices law while holding the rank of Captain in the Texas State Guard.

Cain is renowned for championing pro‑life legislation (co‑authoring the Texas Heartbeat Act), religious liberty, election integrity (authored social‑media viewpoint‑discrimination bans), Second Amendment rights, border security, and taxpayer protections.  Recognized as “the most conservative legislator” in multiple sessions and described as “a rising conservative firebrand,” he has served in leadership roles on several House committees including Agriculture & Livestock (Chair), Elections (Chair), and Delivery of Government Efficiency.
