Representative Scott Bottoms Introduces HB26-1087, “Safeguard Minors from Sex-Altering Interventions”

State Representative Scott Bottoms has introduced HB26-1087, titled the “Safeguard Minors from Sex-Altering Interventions” Act, during the 2026 Colorado legislative session. The bill is scheduled for hearing before the House Health and Human Services Committee on Wednesday, February 18 at 1:30 PM at the Colorado State Capitol.

HB26-1087 would:

• Prohibit surgical procedures on minors intended to alter biological sex characteristics
• Prohibit the prescribing or administration of hormones or puberty blockers for that purpose
• Restrict certain therapies, counseling, or referrals promoting medical transition for minors
• Prevent the use of state or federal funds, Medicaid, or insurance coverage for such procedures
• Require transparency measures to ensure parents are fully informed regarding school communications involving their children

The legislation is introduced amid ongoing statewide and national debate regarding medical policies affecting minors. Representative Bottoms stated the bill is intended to establish clear statutory guardrails and reinforce parental involvement in significant medical and educational decisions involving children.

With nearly 300 bills introduced during the 2026 legislative session, HB26-1087 is expected to receive significant attention in committee.
